There is a concrete basin at the mouth of a canyon above Claremont, and most people who drive past it never register what it is. It is a memory. Canyons that concentrate runoff mean that heavy rain does not arrive as sheet flow. It arrives as a channel carrying debris, and it arrives fast.
Burned slopes and rain in sequence is the compound event that Southern California communities understand better than most: fire strips vegetation, the next storm season moves the hillside, and the debris flow is far worse than the rain alone would have produced.
An active seismic region underlies all of it. Southern California's fault system is not a background detail; it is a design assumption in every building code revision of the last century.
How each hazard wrote itself into the built town
Communities respond to disasters by building things and by writing rules, and both are visible.
FLOOD produced infrastructure. Debris basins, channelized washes, storm drains, and graded drainage courses are the physical answer to the alluvial fan. They also shaped the street pattern, because a wash is a boundary that development works around, and where you find a neighborhood ending abruptly at a linear open space, you are usually looking at drainage rather than at a park that happened.
FIRE produced both. Fire access roads, hydrant placement, brush clearance requirements, and eventually materials and construction standards for building in high hazard areas. The visible signature on a house is roofing and eave detail; the invisible signature is where the fire department said the road had to go.
EARTHQUAKE produced code. Twentieth century California repeatedly tightened seismic standards after damaging events, and the requirements applied forward, to new construction. Some owners retrofitted, some did not, and the resulting inconsistency is part of why an older commercial block can contain buildings in very different structural condition behind similar facades.
WIND belongs on the list too, and Claremont has a recent and severe entry in it, told in the windstorm of 2011. That event is a useful corrective to the assumption that hazard means fire and quake only.
