A finished house that is not connected to anything is a very expensive shed. Utilities are the least glamorous part of new construction and one of the most common causes of a delayed move-in, because each service involves a separate provider, a separate application, a separate fee schedule and a separate inspection - and none of them coordinates with the others on your behalf.

Five separate services, five separate tracks
Water
Water requires a service line from a main to the house, a meter, and usually a backflow device depending on what is being served. Meter size is not arbitrary: it follows from fixture count and from any irrigation or fire protection demand, and choosing it late is a common cause of rework. If the house has fire sprinklers, the water service design has to account for them from the beginning rather than being adapted afterward.
Sewer
The lateral from the house to the main is a permitted, inspected item, and it has to be laid at a workable slope from the building to the connection point. On sloping or unusual parcels this is where a design problem surfaces. Connection to a public system requires an application and payment of the relevant fees, and the sequencing matters because the lateral is buried under work that comes later.
Gas
Where gas is being served, the provider runs a service line and sets a meter. The house-side piping is installed and pressure tested by the plumbing contractor and inspected before the meter is set. If the house is designed to be all-electric, this whole track disappears, which simplifies the schedule and changes the electrical demand instead.
Electricity
Electrical service is the track most likely to control the schedule, because it involves the utility's own design, equipment and crews. The service panel is sized for the house, and modern loads matter: heat pumps, induction ranges, electric water heating, solar, battery storage and vehicle charging all draw on the same capacity. Overhead versus underground service is decided by the project design and by local requirements, and it affects both appearance and cost. On an infill lot, whether existing service can be reused or must be replaced is a question to settle in design, not in the field.
Communications
Internet and telephone are usually the last to arrive and the easiest to forget, because they are not required for occupancy. Order early anyway. Provider installation lead times can run long, and a household that moved in without a working connection is an unhappy household regardless of how well the rest of the project went.
The sequence that keeps a project honest
Utilities generally run in this order: applications and fees at the front of the project, underground work while the site is open, rough inspections before anything is covered, then meters set as the house approaches completion, then final inspections, then occupancy.
The part that catches people is the front. Applications and fees are administrative, they take time, and they can be started long before anything is built. A project that leaves them until the house is framed has manufactured its own delay. Ask early in the job whether every service application is submitted, and ask again rather than assuming.
Where the delays actually come from
Three sources dominate. Provider scheduling for design, installation and meter setting is outside the builder's control and rarely fast. Corrections after a failed inspection push the whole chain, because a meter will not be set on work that has not passed. And late design decisions - a change in appliance package that alters gas or electrical demand, an added irrigation system that changes meter sizing - force a redesign of something that was already in a queue.
The defense is unglamorous: decide loads early, submit applications early, and treat the utility schedule as a real constraint rather than an assumption.
What a buyer should verify
Before closing, confirm each service is connected, metered and in your name from the correct date. Confirm the panel capacity that was actually installed, not the one discussed, and find out whether conduit was run for future loads. Locate every shutoff and label it: water at the meter and at the house, gas at the meter, the main breaker, and the irrigation valve. Photograph the meter readings on the day you take possession.
Then get the as-built information on where things are buried. Knowing where the water service, the sewer lateral and any underground electrical actually run is worth a great deal the first time you plant a tree or add a patio.
The certificate connection
Occupancy generally will not be granted until required utilities are in service and inspected. That is why utility scheduling, more than paint or landscaping, tends to determine when a house is genuinely finished. A build that treats it as a background task will find it in the foreground at the worst possible moment.
