Owners who want a green house usually arrive with a list of products. Solar. Heat pumps. Better windows. Recycled something.
The useful conversation starts one level up from the product list, because California's code already requires a great deal of what people think of as green building. A new house here is efficient by law. Going beyond that is a real choice, but it is a choice about WHICH direction to go beyond, and the answers are not interchangeable.
Start by knowing where the floor is
You cannot exceed a standard you have not read.
The state's energy standards already govern insulation levels, window performance, air leakage, duct design, ventilation, water heating, lighting, and equipment efficiency, and they include on-site generation requirements for many new residential projects. There are green building requirements in the state code as well, covering areas such as water use and construction waste.

The practical consequence: a proposal to make a house greener should be able to say what it adds over the code baseline. If it cannot, it is marketing.
The four directions green can mean
They are different goals, and they trade against each other.
ENERGY PERFORMANCE. Using less energy to keep the house comfortable. This is envelope-first work: insulation, air sealing, glazing, thermal bridging, and where the ducts live. It is unglamorous and it is the most durable of the four, because the envelope is the part of a house nobody replaces.
ELECTRIFICATION. Removing combustion from the house, which means heat pumps for space and water heating and an induction cooktop. On a new build this is easier than on a retrofit because the electrical service, panel capacity, and equipment locations can be planned for it from the start rather than found later.
WATER. In this climate, the landscape is where household water use is decided. Plumbing fixtures matter at the margin; irrigation design and plant selection matter far more. This is also the part of the project most likely to be cut, which is exactly the problem described in landscape allowances: where new builds leave you short.
MATERIALS AND HEALTH. Low-emitting finishes, durable materials, ventilation and filtration strategy. This one produces the least measurable performance and, for a lot of households, the most noticeable day-to-day difference.
Pick an order. A budget spread evenly across all four usually produces a house that is slightly better at everything and noticeably better at nothing.
Envelope first, equipment second
If there is one principle worth holding, it is this one.
A tight, well-insulated, thoughtfully glazed house needs less equipment to condition it. Smaller equipment costs less, runs closer to its efficient range, and takes up less space. Buy the envelope and the mechanical system gets cheaper. Buy the mechanical system first and the envelope never gets fixed, because nobody opens finished walls to add insulation.
The envelope decisions are made during design and executed during framing and insulation, which is the window when they are visible and verifiable. That inspection point is described in the pre-drywall inspection, and on a performance-oriented build it is the most important site visit of the project.
Design costs, stated honestly
Going beyond code is not free of consequences, and the consequences are not only financial.
GLAZING. Large expanses of glass on the wrong elevations are the most common conflict between the house people want and the house that performs. The performance compliance path allows trade-offs, but the trades are real: more glass here means better performance elsewhere.
SHAPE. Complex forms have more surface area per unit of interior space, more junctions to detail, and more places to get air sealing wrong. Simpler massing performs better and is cheaper to build well.
DUCT LOCATION. Moving air distribution inside conditioned space is a significant performance improvement and a genuine architectural constraint. It affects ceiling heights, framing depth, and where soffits appear.
MECHANICAL SPACE. Heat pump equipment, a heat pump water heater, ventilation equipment, and possibly storage all need locations that meet clearance requirements. On a plan drawn without them, they end up in whatever space is left, which is how a garage loses a wall.

Verification is what separates a green house from a green intention
Performance claims are only worth what the testing behind them proves.
Parts of the state's compliance process already require independent field verification rather than visual inspection, including duct leakage and envelope air leakage testing. Beyond code, third-party programs and certifications exist that add their own modeling, inspection, and testing requirements.
Whether a certification is worth pursuing depends on why you want it. If the goal is a verified performance outcome and a documented record, a program supplies both. If the goal is the plaque, the same money spent on envelope work will do more for the house.
Either way, insist on the test results. A blower door number is a fact. We built it tight is not.
What a buyer actually pays for
Be clear-eyed here, because this is where expectations and outcomes separate.
Buyers respond most reliably to things they can see, understand, or verify in a document: an owned solar array, a battery, all-electric equipment with no gas bill, an efficient and quiet house, and a folder of records. Deep envelope work is the most valuable thing you can build and the hardest to sell, because it is invisible and it does not photograph.
Which means the record is part of the investment. Keep the energy compliance documents, the verification results, the equipment documentation, the warranty terms, and any certification paperwork, and hand them over as a package. On a well-built house that file is the only proof that survives.
Build the envelope for yourself. Keep the paperwork for the next owner.
A sensible order of operations
Establish the code baseline with your energy consultant. Choose which of the four directions matters most to your household. Spend on the envelope before the equipment. Put mechanical space and duct routing on the plans before the contract. Verify with testing rather than assurance. File the documentation.
That sequence produces a house that is genuinely better rather than merely better equipped.
